AGS and Rostov capture

I was expecting an early Christmas present when Rostov became Axis, but no AGS "B" army group appeared... that is I saw no access to a command structure that would form it. ???
WITE is a good addiction with no cure.

Take and hold Rostov, Bataysk, Manych and Azov and hold them through a Sov turn. Then you get the prize.
