New Rule - During any Snow turns between December 1941 and April 1942 (inclusive),[/left][left]and any blizzard turns in March or April 1942, German attack CV factors are divided by[/left][left]1.5. Any missed check (admin or combat skill) causes the attack CV to be further divided[/left][left]by 2. The displayed on counter attack CV will be divided by 1.5 during these turns.[/left][left]2. New Rule - Soviet units attached to a Military District may change their HQ attachment at[/left][left]no admin point cost (same as units attached to Stavka).[/left][left]3. New Rule - The Axis player may disband German units that are frozen if they have an x[/left][left]coordinate less than 20.[/left][left]4. New Rule – Air HQ will share their support for ground elements at air bases under their[/left][left]control. Note: Air HQs have never provided support for aircraft at airbases under their[/left][left]control.[/left][left]5. New Rule – Artillery (using on demand production) elements will not be produced for[/left][left]replacements if the element is not in a unit’s OB. Example: If a unit with 37mm AT guns[/left][left]changes it’s OB to one that requires a 47mm AT gun, no new 37mm AT guns will be[/left][left]produced to use as replacements (only 37mm AT guns already in the pool will be used).[/left][left]This will reduce the amount of production of soon to be obsolete equipment.[/left][left]6. New Rule – Tank Army leaders get +1 added to their Mechanized rating in combat rolls[/left][left]involving motorized units under their command.[/left][left]7. Rule Change (section 9) - Changes to National Morale rules:[/left][left]a. All Soviet units of size Brigade or smaller have a minimum national morale of 50.[/left][left]b. The elite bonus for SS units is now only +5 in 1941, +10 in 1942, +15 1943 and later.[/left][left]c. Shock Armies and Guards Armies no longer provide a morale bonus to units that[/left][left]report to them (instead they provide a bonus of +1 to their leader’s admin rating).[/left][left]d. National Morale of Soviets in 1942 is now 45. Starting with January 1943, the Soviet[/left][left]National Morale increases by 1 each month, until it reaches 60 in March 1944.[/left][left]8. Rule Change (section 7.6.2.2) - Changes to Command Capacity:[/left][left]a. Stavka and OKH now have infinite command capacity (they will never be considered[/left][left]overloaded). This is shown on screen as a command limit of 999.[/left][left]b. Soviet Army Command Capacity is changed as follows: 6/41-8/41 – 24 9/41-3/42 –[/left][left]21 4/42-9/45 – 18[/left][left]c. Soviet Tank Army Command Capacity is changed to 15.[/left][left]9. Rule Change (section 21.1.10.1) - The Soviet Manpower Multipliers in 1943, 44 and 45[/left][left]are reduced by 5 (so they are now 35, 30 and 15 respectively). Including changes in[/left][left]previous versions, the Soviet manpower multiplier table should now read 50,40,35,30 and[/left][left]15.[/left][left]10. Rule Change (section 7.6.4) - The Command Range of Soviet Army HQs is now 10 (was[/left][left]15).[/left][left]11. Rule Change (section 20.4.3.2) - The formula used to determine the Axis Rail Supply[/left][left]Modifier has been changed. The 168 in the formula has been changed to 165, slightly[/left][left]further reducing German supply deliveries due to this modifier.[/left][left]12. Rule Change (section 18.1.1.2) - Destroyed German units that return to play are given a[/left][left]morale equal to 30+(NM/4)+random (NM/4). The formula used to be 20+… There is no[/left][left]change in the formula that sets their initial experience.[/left][left]13. Rule Change (section 20.6.3) – The number of vehicles damaged and destroyed due to an[/left][left]HQ Buildup has been increased by 25%.[/left][left]14. Rule Change (section 18.3) - Static units that are below 60% of their TOE will[/left][left]automatically be treated as if they are in refit mode during the logistics phase. Players that[/left][left]do not want a unit to accept a lot of replacements should use the MAX TOE setting to[/left][left]limit the size of the static unit.[/left][left]15. Formula Change – Altered engineer values so that they are divided by 4 during a hasty[/left][left]attack and are 0 if the attack is changed to a scouting attack.[/left][left]16. Formula Change – Altered the ratio of vehicles damaged/destroyed due to supply[/left][left]operations from 80% damaged/ 20% destroyed to 75% damaged/25% destroyed.[/left][left]17. Formula Change – Changed the formula for exporting of ground and air equipment to[/left][left]Axis Allies so exports are 5% of the current pool instead of 50%.[/left][left]18. Formula Change – Reacting units (reserve and support units) can now get[/left][left]river/winter/first turn disruption effects.[/left][left]19. Formula Change – Improved support need calculation for air base units.[/left][left]20. New Interface – Added air mission composition information to the battle site (F11) Show[/left][left]Details display. For each side the number of aircraft performing the functions of bombing[/left][left](or reconnaissance if a recon mission), escort, sweep and CAP are listed. Since version[/left][left]1.05.18, a portion of escort may be assigned to the sweep function, which allows those[/left][left]fighters to attack enemy CAP first in order to gain air superiority prior to the mission.[/left][left]21. New Interface – The current required support for aviation units in an air base is now[/left][left]shown on the air base unit detail screen on the Support/Need line. Example: Support/Need[/left][left]240/120 (AV 116). This is the portion of the support need that is needed for aircraft (as[/left][left]opposed to ground elements). Unlike the Support and Need numbers which are only[/left][left]updated during the logistics screen, the AV number will continually update during a[/left][left]player’s turn. This is intended to allow players the ability to better track the aviation[/left][left]support needed as they transfer aircraft to and from air bases.[/left][left]22. Interface Change – The game now switches to normal mode (F1) before the logistics[/left][left]phase. Also, the game turns off the map popups during the logistics phase.[/left][left]23. Interface Change – When displaying a unit’s current supply needs, the consumption need[/left][left]is now subtracted from the general supply need.[/left][left]24. AI Improvements – Many AI changes including reactivating and improving routines that[/left][left]look to create encirclements. Improved some cases where the defensive line forming[/left][left]routine was breaking down. Improved the AI’s calculation of possible attacks it could[/left][left]make. Improved the ability of the AI to track down and neutralize weak enemy units in its[/left][left]rear area. Improved routine that determines whether the AI player is on the strategic[/left][left]offensive or the strategic defensive.[/left][left]25. and any blizzard turns in March or April 1942, German attack CV factors are divided by
1.5. Any missed check (admin or combat skill) causes the attack CV to be further divided
by 2. The displayed on counter attack CV will be divided by 1.5 during these turns.

This is great, this ends "March madness" at a stroke!".

this is going to have a really big impact in ongoing games on late 42 and beyond...almost every army will be severely overloaded and the cost of transferring corps is prohibitive [X(]

What was it before?

2. New Rule - Soviet units attached to a Military District may change their HQ attachment at
no admin point cost (same as units attached to Stavka).

Plus for Russians.

5. New Rule – Artillery (using on demand production) elements will not be produced for
replacements if the element is not in a unit’s OB. Example: If a unit with 37mm AT guns
changes it’s OB to one that requires a 47mm AT gun, no new 37mm AT guns will be
produced to use as replacements (only 37mm AT guns already in the pool will be used).
This will reduce the amount of production of soon to be obsolete equipment.

Very good change for everyone.

6. New Rule – Tank Army leaders get +1 added to their Mechanized rating in combat rolls
involving motorized units under their command.

More nerfing of HQ build-ups. We alrdy lose 10% of AFV's for just moving 30+ MP's. So if you do a HQ you lose 35% of all AFV's for moving, lol

This or course does nothing to effect "panzer pushing" as some call it. It only nerfs the crap out of the guys that use HQ build very little.

Silly rule change that has no effect of guys like me and MT. Because its based on a %.

Minus for Germans who use HQ build up very little on effect no panzer pushers.

So basicly all plus for Russian side and all negitive for Germans?

The only thing that matters is morale.

I did not see that the issues with spamming bombing of units was addressed or spam attacking.

Did I miss anything?

9. Rule Change (section 21.1.10.1) - The Soviet Manpower Multipliers in 1943, 44 and 45[/align][align=left]are reduced by 5 (so they are now 35, 30 and 15 respectively). Including changes in[/align][align=left]previous versions, the Soviet manpower multiplier table should now read 50,40,35,30 and[/align][align=left]15.[/align]

It means zip. Its all about morale. You can't hardly attack any during 43 anyways vs an equal enemy.

Your troop levels will grow.

They had to put that in because of the uber nerfs to Germans during 1942 starting with the snow nerf.

This means standerd Russian OOB's will be atleast in the 7+ million range/ up from the standard 6 million range as both sides will not be able to do shit until a clear turn.

So your Russian OOB will by just fine come 43 because most German players will not beable to have an offensive during 42.

WE ARE BACK TO THE OLD WORLD WAR ONE on the eastern front again.

Pelton. We all know that the Crusade is to Nerf The Axis. I mean as you said the other day Oil was not a problem for Germany. Any war-game that implicates it is is total BS. Right? Not to mention the fact it's crazy that Maus production isn't at 1000 a week come January 43. I mean who are these people?!?

1. New Rule - During any Snow turns between December 1941 and April 1942 (inclusive),
and any blizzard turns in March or April 1942, German attack CV factors are divided by
1.5. Any missed check (admin or combat skill) causes the attack CV to be further divided
by 2. The displayed on counter attack CV will be divided by 1.5 during these turns.

Is an amazing huge German nerf beat down. A russian fanboys dream come true.

1942 now goes back to the WWI on the eastern front as it was before 1.05.

7 million plus Russian OOB's with belt after belt of forts as the game was before 1.05. The combat ratio's blow because of the nerf to them after 1v1=2v1 was removed.

Just a sad sad patch that sets the game back month's.

The patch is nothing more then another bignerf beat down for the Germans and more Red love.

That one rule alone is a HUGE HUGE game changer.

Plus all the other little red bonuses and little German nerfs.

World War 1 on the eastern front is back.

Its just a sad sad day for WitE
