I wish it was review, it would mean we would have the expansion already :).

P.S. I esp like the fact, if correct, that building a base in a system will not automatically result in your empire now having influence over it. If that was the case, it would be extremely annoying.

The Legends may indeed put the DW near, or even on the top of 4Xs. Lots of promise on this one.

Which one would be at the top at the moment? MOO2 is great but it's getting old now.

Hard to say...

Never really liked saying "this is the best", I usually have top 5 of games of each genre in random order.
Currently, my personal favourites are DW, MOO2 (Yes, it's old and I've yet to play it as much as it would deserve, but it's still an excellent example of 4Xs), SoaSE (more of a RTS, but still good game).

Sword of the Stars is a good game and I like it, but I don't like its heavy emphasis on combat. Combat is just one, albeit important part of 4Xs. 

There's also some other lesser known 4Xs which would be interesting to test if I'd have near infinite amount of time. Stupid RL...

Anyways, these are just my two intergalactic credits. DW: Legends looks extremely promissing and I have a feeling it's going to be real good.

Looks like the development team has been checking out some of the Paradox titles, such as Rome or Sengoku, and their governors, etc, who all have advantages/disadvantages.  Or maybe something as old and enjoyable as Microprose's old Master of Orion II and Master of Magic, with their recruitable heroes and governors, each having its own list of advantages. Great.
