Merchant shipyard points decreas with nothing to build

Playing as the Japanese in March 1946, I have no ships in the shipbuilding queue but my merchant shipping construction pool is dropping towards zero (with all production halted). It's not important as I can let the pool reach zero, but any ideas why this is could be happening?

I never got into 1946 before, especially as the Japanese.  Is this PBEM or v AI?

I never thought that doing an AAR would be so time consuming and difficult.

vs. AI naturally - I don't think I could find an Allied human player I could take into 1946.

Actually I suspect I know my own answer now - I might have accelerated some patrol craft into negative days production due.
