This is a longstanding issue (Mantis #99) that new provinces cannot be added to created kingdoms. Not sure if the new pbem admin menu can do this or not.

Until Marshall gets around to resolving this, players should carefully consider when to create a kingdom - once they get the minimum number of provinces or wait a little until they get more.

Actually, Algeria MUST be added to the Ottoman Empire on the next New Political Combinations step.

It might be necessary to move in an Ottoman corps so that control of the capital switches from Turkish to Ottoman, but I doubt it. Even if that works, the game is not working according to the rules.

This is not in the manual (12.8). All territories owned at CREATION must be included but once created there is no provision for new territories gained so as pzgndr pointed out timing is key. Again, this is not a direct port of EiA, there are some differences, if it is not in the manual then it is a variation and you can ask for a change but for now it is what it is.
