If a port of an initial size greater than 0 is reduced to an effective port size of 0 due to damage, are the ship load abilities reduced to zero, or are they reduced by the amount indicated by the item load rate formulae in section 6.3.3.2.1, page 124?

For instance, if I have a size 1 port temporarily reduced to 0 due to damage, would the troop load rate be 0? Or, would it be min(250+75*0, 100), where 100 is the reduced port load ability?

Or have I mixed apples, oranges, and dare I say, kumquats?

Load/unload definitely works with destroyed ports, so it probably uses standard amphibious formula.

Zero. The calcations do not provide for partial port levels. There is only 0 thru 10. If damage reduces port size to zero, nothing can load/unload there. I do understand that a single damage point on a level 1 port can reduce it to zero. This did not work it's way up the priority chain during development so we are just going to have to live with it.

Amphibious TFs will still work at the damaged port.
