Operations Mode, who when where?

Despite some special situations I hope this general list is correct:
-units on the frontline to combat or reserve
-units recovering in the rear or doing garrison duty to rest/training
-units whose engineers should help expanding/repairing the base to combat
-units that need to be moved use move or strategic mod
-units that face air attacks and have AA should also be set to combat even when behind the frontline

But what about units that have no combat capability and engineer capability, HQ are a good example for this.
I wonder to what I should set them as it seems that their support units work no matter what mod is used but question is do their HQ "benefits"(Raising AV, planes flying, etc.) work when set to rest/training?

-Theatre HQ's can be in strat mode if you are going to upgrade TO&E's of units within range (useful in Oz with Australia Command)

You can set frontline unit to rest, if enemy do not cross the river (and unit is not engaged). You will have time to change it into combat.
If there is river, unit will fight at disadvantage, as attack is automatic.


Also, I think, in defense, support squads adds small amount to AV (like 1/10th), so it is good idea to keep HQ in Combat Mode during fights in their hex.

Range of Theatre HQ's is essentially doubled to 18 for upgrading TO&E's, unit in question (ie one upgrading) needs to be on rest and replacements on.
