Russian OOB information

I have been able to find detailed OOBs including troop strength for the French, British, Prussian and Austrian forces (George Nafziger). But the OOBs for Russia frequently list the division, brigade and regiment, without the number of men in each division/brigade/regiment. Wondering where the developers got the numbers from for Russia, and whether educated guesses were required. Thanks.
