Does BftB come with a full map making editor - that is, making your own maps from scratch?

Yes.

There's a shortcut to the Map Maker executable in the Battles from the Bulge folder.

Yes, you can make maps from scratch.

Thanks for the fast response guys ... is there a serious learning curve involved in making a map from scratch, and is there a tutorial on map making?

The map editor is fairly straightforward - you sketch out the outlines of contour levels and terrain, each within it's own drawing layer. Then you compile it.

There is no tutorial but you don't really need one since the mapmaker manual has good illustrations in it.
