Why can't the Chinese control Production?

Why can't the Chinese control Production?

I respect limiting the US/British production as its more historically accurate.

I've retaken Canton as the Chinese and now can't use the resources there to produce adequate supply for my armies. It doesn't make sense because all of China is on-map, yet I'm still limited to the Light/Heavy Industry at 1941 levels.

Couldn't we have a switch option that allows the Chinese to control their production when selected ON? Is this possible to do?

Why ? You can't even repair all of the Chinese industry with the supplies you have, let alone expand it.
