Civie mining stations vs. state owned mining stations?

Why should I build a civie mining station that I have no control over instead of putting bunch of resource extractors on a star base and spam those instead? Are there any pros and cons to them?

Thats a point, if you make them civilian then the building price came out of your civilian economy, also they pay the maintenance.

On the other hand, you cant scrap/retrofit civilian stuff, which is really annoying when that junk lvl 1 GMS is sitting on a huge, profitable gas giant.

But, but but but, if you already have a civilian mining station on a single point, build a state one, thats a way (maybe an exploit) to mine the same planet twice.
