Replacement Squadrons

Nov. 42 in Scenario 1.
I have an SB-2 replacement squadron in PH and Yorktown is short in its SB-2 squadron. Both the replacement and the on-board squadron are set to Replacements Allowed. There is no lack of support and supplies. Yet, planes are not transferring from the replacement squadron to the on-board squadron.

Why?

Airframes replacements come from the aircraft pools, they do not move directly from one air unit to another other than when you have a CVE equipped with VRF/VRT etc squadrons parked in a Replenishment Task Force.

Do you mean a VR replacement squadron off of a CVE? If so then your VR squadron needs to be on a CVE in a "replenshiment" TF. I am not sure if they all need to be at sea but suspect so. Otherwise one squadron will never take replacments from another. Anyone?
