Only Tokyo who can convert the CS's to CVL at 11/42+ unless I am mistaking?

I though it was at Osaka and only from january 43.
Let us wait for a confirmation.

Problem is, after 2 CS arrived the "Convert" buttom dissapered. It is visable at all locations untill arrival.
Tokyo did not "quallefie" for the Upgrade (Shiptard Répair Size 49), but would have correct shipyard repair size within a few days.
Now had to go back 1 day in game to "prevent" that the CS's arrive in Tokyo prior to Repair Yard is correct size.

Lets hops it will work as intended when Shipyard Repair is correct size.

Wait a minute... You're playing Admiral's Edition here, not the original WitP. I would re-post your question on the AE board; the 2 versions of the game are very different as regards ship conversions.
