108th Sentai 15 JAN 43 question

The Ki-54c Hickory Transport is available for production to the Japanes sometime around JAN 43. The Hickory looks to be a piece-of-crap IJA Transport with a range of 4 and a load of 1058.

If I don't build the Hickory my WAG is that the unit will still arrive on the board and that I can fill it with any current army transport aircraft that I have in production - right?

My hope is to not produce any Hickorys if I can avoid it.

With PDU on you can upgrade to a different airframe. So don't build them.

The sentai will arrive with 2(damaged) Ki-54c Hickorys.
 
If you have PDU ON, you can upgrade to the transport plane of your choice.
 
If you have PDU OFF, the unit can be upgraded to the Ki-57-II Topsy.
 
Either way, you don't need to produce any Ki-54c Hickorys.
