I seem to have large pools of planes that I can't access in plane screen. Is this a GC scenario special case?

How much supply do you have at Rabaul? You can't draw replacements if you don't have enough supplies

An air group also has a delay after it draws replacement planes before it can draw again.  Not sure, but it's around a week.

Also there is a maximum number of planes you can get per draw. You won't be able to go from 14 to 36 in a single step.

You can either send 12 planes to a unit, or you can "top off" at the max. There is no in between. But if there are 22 planes in the pool, you can get to 36.

The problem here isn't a Replacement Delay, per the display screen. It's almost certainly because Rabaul is low on supplies.

I have never been allowed to draw replacements for the game for Truk or Rabaul.

What constitutes "low on supplies"?

I found none of that in the rulebook or in my brief forum search.

I don't have my game up at the moment, but I know Rabaul is not showing a yellow or red exclamation point.
