I notice that Terry Allen and Manton Eddy are absent from the US OOB.

Does the pool of available leaders grow as the war progresses?

My experience has been no the leader pool does not expand.

Neither does it contract. Leaders do not get killed.

What are some good tips for using leaders effectively?

I know that leaders effect more than just the unit their commanding (their effect speads to near-by hexes, but with reduced ratings). Does this mean that I should avoid having two units, each with leaders attached -adjacent to one another? In other words, should I spread my leaders out? Any advice on this topic would be really appreciated, as I know that I'm not using leaders very well so far.

also: if I want to replace a leader for a unit that already has a leader, will that unit be leader-less for the AI turn in-between? ...since leadership doesn't have effect until the beginning of your following turn? I hope that changing leaders often, just to have your best leader always at the scene of your turn's most important attack, is somehow discouraged by some game rule(s). Is it? Thanks in advance
