Lost HQ devices when loading

Devs,

Several other players noted this problem in the main forum and I happened to have my PBEM saves that show what they describe. As promised, I am posting the issue here with the associated save files.

In this case I loaded the 21st Air Flotilla in Takao on the xAP Terukuni Maru and xAK Sydney Maru on Dec 24th. They unload at their destination on Dec 30th. At that point I realized that the elements loaded on (I think) the Sydney Maru have disappeared. AE Tracker actually show the devices were lost on the turn the unit loaded (12/24) and I took a victory point hit for the lost devices.
