possible device upgrade problem?

I just noticed going through scen 1 patch2 that the allied devices 1155 & 1156 mortars upgrade to devices 428 & 430 of the same name. Those devices were used in old WITP & have a delay setting of 9999 w/ the build setting of no but do have a replacement rate. Is this correct that they upgrade to the older WITP device? Would they actually upgrade to it w/ the delay setting of 9999? I assume this would be the same for most if not all the scenarios.

Ok thanks, I guess when I get around to making my scenario up I'll default them out the way they should be
