Naval Issues and Freezes in 1.6

I am having a number of repeated issues, all of which end with the game freezing.

Playing Germany in a 1939 campaign game. Running Vista.

When attempting to invade at Narvik, a number of things happen:

First attempt - enemy forces move to intercept invasion - and then game freezes during naval battle.

Reload last save - same result.

Reload again - enemy forces sink all German forces and then game freezes.

I think there are numerous issues here, all centering around interceptions of invasions. First, it is impossible to duplicate the German landings at Narvik. Second, the game freezes.
