Quiet China

If I play Dec 8, Quiet China campaign will the Japanese AI be able to use supplies and replacements that would normally be dedicated to the Chinese front?

Bump for curiosity, I mostly ignore china as it is in my dec 8th GC. Was thinking of restarting to quiet china but not if it gives the ai freedom in other theaters. I would rather lose ground in china tying down japan resources and make gains in other areas.
