Several Anomalies

Several Anomalies

In the 1792 scenario, France, I've noted that, when building courts and culture, if they are at level 1, when they finish building they are automatically building the next level!

Also, Austria seems particularly slothful. They send their initial army of 30-50K, which I defeat, and then they park all the rest of their troops in Vienna. At the last viewing they had over 250K troops, just sitting in Vienna. The same thing has occurred in four games that I've taken through at least 2 years.

While they sit there, piling up troops, they allow me, and other nations, to take provinces without resistance. Worse, even when I leave the conquered provinces, even those adjacent to Vienna, without garrisons, the Austrian will not stir to send in a single division to retake them. Was there some adjustment made to the AI that is causing this lassitude?

I have seen that happen also with the Austrians also. They always come out though, when they get strong enough. At least they have with me.
