First, thank you for posting the articles and the program. Scenario design is as much art as it is science, and it is always good to read someone else's "Designer's Notes".

On the topic of map-making. One product I have found that is excellent is MapCreator by PriMap software. They have a free version of their product that is functional although it leaves a watermark on the maps created -- but this doesn't matter as we have to transfer the data to a TOAW map in any case. MapCreator will show elevation, cities, rivers, etc. It can also create maps in different projections. It can be obtained at this URL:

Attached as an example is a map of Sicily I just made with MapCreator. I chose a globe projection with emphasis on displaying vegetation patterns, relief, and rivers / lakes. Cities over 1 million in population would have been shown as red dots on the map. The map size is 373x241, I could have made it as large as 1193x769.
