When I saw the "screw-tank" title for the file...I thought it was going to be Bill Clinton's old El Camino with the astroturf in back.

Yeah, at first glance it may look cool but if all you ever get to do is the massage it would get frustrating real quick.[;)]

It could of been a research vehicle for the soviet 'moon' program http://www.astronautix.com/craft/dlbrbase.htm
US did research with similar propulsion systems for Apollo.

this actually is a OLD design.. if i remember correctly, it was turn of the century.. say 1910? in Utah or somewhere a guy patented this idea for a snowplow or snowmobile.
