excel editor?

I remember there was an excel editor which i whould love to have(like the one in the other game for the pacific war).
Does anyone has a link to it or could possibly offer it here?

Hi Ancient seaman and Honda,

I have an Excelfile "WIREXCELEDITV2" released by mwflesh@earthlink.net.

Don´t know if I can mail it without permission, any thoughts ?

Why it could be a problem to post the excel here is beyond me since most if not all of the people making them do so us an offer to the community.
Still if it whould be a problem ok.however i whould be very interested if something could be done.
So any chance to send it to me please via pm or mail?
