Phase Skips not Clearing

Has anyone noticed that 'skip once' phase skips sometimes don't clear ?

I'm not 100% certain but I'd swear that I've seen at least two instances where phases have been skipped two turns running despite 'skip once' being set, in fact I'm darned near certain of it.

Playing France vs the Ai (1.05.5) the one time Naval turn skip setting only clears when another MP declares on France.
