USS West Virginia refit

Playing the 1942 Campaign, so USS West Virginia is on the ship availability list to arrive at SF in a few months. I click on her and find out she's still outfitted in the pre-war armament layout. Shouldn't she arrive with the more modern secondary and AAA weaponry instead of the single 5" and 1.1" AA guns? She's been in the drydocks the past 3 years so they had plenty of time to work on her...

she could be in DD to make due the damage at PH, not to upgrade her.. just thinging out loud
