TOS v1.4 missing updated tmerge.exe ?

TOS v1.4 docs\tmerge.txt says its tmerge v1.4
but the data\tmerge.exe says its v1.2.1

Hetzer sent me some nice mercs, but I can't merge them into mine since tmerge gives an error message when reading his .tos merc files.

The .tos files Hetzer sent me are actually text files... when I use the GTMEWPL utility to extract a merc from my list into a separate .tos file, the resulting file is a binary file.

How are text .tos files 'imported' into TOS v1.4?
Is there supposed to be a TMERGE.EXE v1.4?

At the moment, I have to create each new merc by hand in the factory module by reading the text .tos file Hetzer sent me

It seems you got the wrong files from Hetzer.
tmerge should work fine with the 1.tos to 5.tos binary files from the data folder. It will not work with the text printouts in the recon, light .... subfolders.
