Soviet intervention and Manchuko

Could someone explain the status of Manchuko? On the map it is Chinese bases, so can it safely be invaded by the Japanese without the Soviets interfering? The manual refers to a Japanese Manchuko garrison, but presumably this is just a hold over from War in the Pacific.
