Why is there no RN fleet HQ

I noticed that, in stock at least there is no RN fleet HQ. I am guessing this is so because in real life the HQ functions for the RN in the IO were performed off map. However, it seems to me that there really should be a fleet HQ in the game.

Just because...

I always found it a little odd that the IJN gets a lot more Fleet HQs than the allies, just because they had more numbered "Fleets" in the Pacific. Particularly since the Fleet HQs impact damage control. I'd personally like to see the numbered Naval Districts (e.g. 11th at San Diego) represented by static Fleet HQs. Then when the 3rd, 5th & 7th Fleet HQs show up they can be sent forward to support offensive operations.

I think it's just an oversight. The Royal Navy's Eastern Fleet HQ was in Colombo or Trincomalee (I forget which)...

Play CHS, it has the British Eastern Fleet HQ in Colombo. [:)]
