Attack Stack Rating

Another question on this excellent game guys...

When launching an attack there is an 'attack stack rating' of 100, which i often go over when attacking from 2 or 3 hexes.

My question is .. what are the disadvantages of going over 100 and is there any way of increasing the 'attack stack rating' ??
