Palm TX - Left/Right nav keys work but no vertical

To Repro:

Palm TX - US version, fairly barebones

1. Launch game
2. Load any scenario
3. Press left/right on nav keys
* see map scroll
4. Press up/down on nav keys
** don't see map scroll

expect ** to be "see map scroll"

Also, the center button does not select the next movable unit as indicated in the manual.

EDIT: This was apparently a quite common problem every time a new PALM came out. There are a host of bug reports with this exact problem on a few newer devices at the PlayTek board. They know about the problem apparently and this probably should have been checked before release.
