Observation Regarding AI Behavior

Is it just me or does the AI seem to prefer to engage enemy aircraft with fighters rather than SAMs if it has the option of doing either? The practical effect of this is that sometimes I'm able to move relatively vulnerable aircraft (e.g. Global Hawk, AWACS, RC-135) well within a SAM site's WEZ until fighters have been drawn down sufficiently that it seems to fall back on the SAMs. At that point I need to pull it back. I suspect this creates an artificial (though temporary) advantage, because it gives me an opportunity to move my ISR aircraft in close, and identify targets, which can later be engaged with tactical aircraft, ballistic and cruise missiles.

I haven't noticed this before but will start looking. Is altitude a factor?
