Supply question

First of all, TOAW 4 is great. But I have a question about supply routes. We know that in WW2 supplies were delivered to the frontlines by using trucks, etc. So shouldn't cutting the roads (having one of our units on the road hex) be enough for cutting supplies eventhough there may be a non-road hex which may not be in our ZOC?
