Main menu missing

So... the game starts, but the main menu is not present. I closed the help screen. The menu should be there, but it isn't. I tried installing on my laptop, and it works properly there. I did a lot of searching, but cannot find this problem. Thanks for any ideas!

Also - I removed and reinstalled. I manually installed/repaired the extra stuff (DX, XNA, VC). Latest Nvidia drivers. Both systems are Windows 10 x64.

I would try to remove and reinstall the DX, XNA, VC stuff that the game requires.

Something appears broken when it comes to tools used by the game (like XNA or other). I do not know which of them is behind the main menu, though.
