Do any kind of soviet combat units can attain guards status? even small size ones?
I mean also AA battalions and regiments?
and TD companies ?
and infantry brigades?

AA can but not sure if every type.
TD companies can't.
Infantry brigades can.

Units with "Battalion" in name (except "Rocket") may not become guards. "Naval" brigades too.

So this explains why I have an AA battalion with 10 wins and 5 losses that doesn't become guards.
Ski battalion so can't become guards too.

All artillery type rgts can become guards? I mean also mortars?

In manual says that a max of 5% of units can become guards in 1941.
It means 5% of each type?
I.e. 5% max BM howitzer, 5% max guns, 5% max mortars and so on.
OR
5% of a class (i.e artillery as a whole): so that could be more than 5% in a single artillery branch (i.e
BM howitzer) , and less in another of course?

% are counted by unit type (like the filter in CR).
