How can you find out what resources another empire has?

You can't.

I guess it is possible to get some sort of idea by observing their reservation and your own freighters moving stuff between the empires, but...

I found way, well sort off. By turning on Show Empire Influence then using the Galaxy Map Screen to show known resources.
