Refit Cavalry Corps

I seem to notice a very slow replacement rate for Cavalry Corps during the first winter. Just going into May and it seems to have picked up.

I have plenty of ARM's and 400+ calvalry squads in the pool, but they are just not getting to the Corps.
The Corps are located on a functioning RR hex far to the rear, no movement before. This behavior persists for several weeks during first winter.

Could this be hardcoded to balance things out?

I remember to have seen it in an earlier test but can't remember the exact cause. What's the component not getting enough replacements?
Could you upload a savegame?
What's the WitE .exe version used and under which version was the game started?

The game started at one of the later 1.05 patches and is now at 1.06.08.
Can get you a safe if you like.
Mostly Cav squads with plenty in the pool sitting idle. Had my cav corps on refit most of february and March but they received very few replacements during that time. It seems that from April/May things started to get going again.

Remember, squads in pool is just the equipment, you also need sufficient free active manpower to send equipment to units.

I was receiving around 120k per turn at that time. Armaments were plenty. A lot of rifle units were being brought back up to strength at the same time.
But there's not really anything different later.
If I'm the only one who've seen this then it's probably just a coincidance.

Rifle/tank units may have a higher priotity for reinforcments although this may also be affected by leader rolls.

Could you elaborate a bit on the leader rolls?
In fact, could you outline a bit of how replacements are affected or distributed?
I'd really like to know a little more about this works. Thanks!
