Have a penetration value of 0. Are they any use in the game* at all?

Pen isn't used against aircraft.

They have an effect value of 0, therefore they are useless. I tried a test with a Japan CV equipped only with AA rocket and not a single round was fired. Do not waste time in upgrading your CVs.

In Alabama you can get a free 9mm with every full boggie hunting outfit from Bass Pro Shop.

The Japanese did claim a Liberator, apparently shot down with a large-caliber Type 3 shell. I don't know if it's been confirmed or not.

The '0' effect does not impact their use as AAA device.
However, the one-shot ammo value lowers the chance that they will engage/fire at attacking planes.
