Strange Airgroup Delay

I am confronted with a strange problem in a scenario I'm putting together.

Any non-CV airgroups included have a delay of 2 days at the start, regardless of the scenario starting date (meant to be 10th August '43) or the groups arrival date.

I have no idea what might be causing this, as I've never encountered anything similar before; its not exactly game-breaking, as all it means is that there must be a 2 day 'truce' before any moves are made, but its a nuisance for testing. [:(]

Hopefully someone will have an idea as to what is behind this.
