HQ Available?

HQ Available?

After practicing w/AACW scenarios, I'm finally playing one of the full campaigns when I get a msg that a headquarters is available. I double-clicked on the msg, which took me to the map, but no HQ was to be found on the site where I was sent.

Then I requested a replacement HQ from the appropriate screen, but have not seen any HQ to date.

Apparently I'm missing something; could some one tell me what it is?

I think it still takes a few turns to fill out.  When you find it you'll see it's stength is in red.  Just like when you "buy" new arty units it takes a few turns to be ready for combat.

Red means it's still "in training," right? I assume when the HQ finally appears there will be another msg. announcing it.
