(TR) New Caledonia RP to Leningrad Factory?

Is this a bug or am I missing something here?

Why can't the traded Free French RP at New Caledonia get to the factory at Leningrad?

Is that the right game file? Game is in ND39 and CTRL-T shows no French lends to USSR.

Looks like it should work, especially if the CW lend gets through. I guess it's a bug.
