What are the optimal parameters for succesful recon missions?

Looking at the equipment info, I would say half of the max altitude?

According to the game designers, low-altitude cameras are best at 12K', mid-altitude at 24K', and high-altitude at 36K's. Going lower than those actually hurts your detection levels, not help them.

Please also note that according to the living manual (17.3.1.3), recon aircrafts may change their altitude up to 10k feet when they reach the target hex. So if you only want the recon data on target hex, you could set the cruise height 10k feet higher than the most effective altitude of the loaded camera.
However, if you also want the recon data along the path, probably setting the cruise height right at the most effective altitude is the best option.

For example, for Allies strategic recon missions, as I only care about the recon data of the target hexes, I usually load the recon air crafts with high-altitude camera and set the recon planes at highest altitude to avoid flaks and interceptions.
