Rule clarification about Japan surrender

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

Rule clarification about Japan surrender

Hello,

I need a clarification about the japanese surrender (Global Glory 4.040)

My opponent launched 2 times the Bomb A on Japan, who did not surrender...

He has strategic bombers level 9, he has 2 hits on a japanese plant, Japanese VP are <7... i don't undersand.

One requirement is that Japan must be at war against USSR. It's ok, but it was Japan who invaded Vladivostok few turns ago.

Germany did not surrender yet. I think that is the problem. Japan must be at war against USSR, but the game need the automatic event after Germany surrended. Requirements are not OK if it is Japan who had declare war to USSR...

If not, why Japan did not surrended ???
