Disbanding SU in Fzn HQ

Disbanding SU in Fzn HQ

I can't disband SU in a frozen HQ (one of those "free" SU that I don't want), but I can reassign it to another HQ (paying 1AP) and then disband in the same turn (another 1AP). Either reassignment should be blocked, or disband allowed. Of course I'd prefer the second option :)

This was on turn after the HQ was created. I'd prefer even better to be able to disband those "free" SU on the turn I have created the HQ (since they will not drain supply & equipment, lowest MAX TOE I can set is 50%).
