Apparently you gain a bonus if you fight within 'range' of your parent HQ.... who knew?

I didnt bother transferring the artillery I moved down into the Crimea into the 11th army HQ's...so they were ineligble for the HQ bonus...(which you can see when you click on the unit in the information panel at the bottom).

To correct that problem, I bought the staff replacement card, and built a new corp HQ to transfer all the german artillery. That way I can play the bombard card to get some wicked bonus' I will be able to test the effect out on Rostov.
