Random change in OOB

Random change in OOB

Why does the OOB change from Setup in a scenario to beginning of first turn?

No fighting or time has passed, still allmost all units have changed stats when you start the scenario.

Example: In 1. Pz Armee campaign my Luftwaffe support changed from 50 Bf 109 to 45, He 111 from 25 to 20, only Ju 87 stayed at 35.

And all other units and HQ has changes, some small,- some big. Is this random change really intended?

It's an event set in all the scenarios. It can be edited, but it's not simple. There's another thread somewhere covering this.
