g hotkey bug

This re assigns units to army HQ for free. I think you pay to re assign armies.

Edit: confirmed APs are deducted for army and corps transfers.

I misread your edit as saying it was working ok. Just tried a few attachments on turn 1 and got erratic behavior (sometimes the same units were paying 1 or 2 points and a few times I got 0). The 0s did seem to happen with the G key but not with the button. We had some other oddities in the past with the G key so there is a chance that it is doing things differently. Lee should get this on the bug list but I can't say when it might get fixed. A save where this happens most if not all the time would really help. If you have a save where you can list the steps, please post it as this is the fastest way to getting a bug fixed. Thanks.

Another possible glitch is that I'm finding combat unit transfers out of Moscow defence zone are costing AP. Should they?

Only transfers out of Miltiary Districts and Stavka do not cost APs.
