This is mentioned in the scenario editor. What are science of war rules exactly?

Sorry, found it. Has to do with delay and command difficulties for the Soviets.

It also afffect what orders the Soviet player has available. With Science of War, the Soviets have a Charge order available, but when that is set so they play with Art of War, they get Bound order capability I think.

Art of War is the German rules, gives no delay for orders, 1 turn delay for artillery, no first turn artillery, more in contact, Bound order.

Science of War is the Russian rules, 20 second delay for change in defend orders, 40 second delay for other changes to orders, first turn all in contact with no delay for artillery, less in contact after turn one, Charge order.

Manual
German artillery fire missions will arrive one turn (two phases) after being requested.
Soviet artillery fire missions will arrive two turns (four phases) after being requested. Turn
1 (preplanned) artillery may now be selected to be German, Russian, Both or None in the
scenario editor.

You may chose AOW or SOW for either or both sides.

There are two general types of doctrines practiced. The first one is called the Art of War doctrine or type 'AoW' for short. Many western armies, including German, American and British attempted to practice this doctrine. It allowed for greater flexibility for the individual tactical commander. However, without good tactical leadership tactical units sometimes worked at cross purposes. The AoW system issues tactical orders to each platoon.

The other type of doctrine will be called the Science of War doctrine or 'SoW' doctrine. This doctrine sees warfare as a science not an art. Tactical commanders are given very little flexibility as that is reserved for the operational level commanders. The Soviet army used this type doctrine. Actually, there are some that say the British used this doctrine (with their 'drill' training method) as much as they did AoW. The SoW issues tactical orders to each company. This translates into a delay at the platoon level.
