RAW

I play a Game and dont build units that need RAW.
I produce RAW. But the number of my RAW gets lower.
Why can this be?

Are you building bridges or rail lines? If so, that uses raw. Building factories or ports? Also uses raw.

I just figured out that it costs 20 raw to law a hex of rail.  Ouch!
