Is it playable now ???

I've stopet to play EIA 1 year ago because lot of problem : and pbem crash.
And now, what is the situation ?

Almost. Wait until version 1.08.02 is released (maybe in a couple of weeks), and the answer is Yes.

Even now I believe the crashes are few and far between... so if that's your expectation for playable, I would say yes.

well, this weekend we tried to play the game in hotseat and we got a lot of bugs. Just to name the fews... We were able to see the battles (all), so we clicked on the corps without knowing what we removed and what was our moral. We got a bug with a besieged becoming besieger in Baden. We were nevr able to use the insurrections. We got a problem to add a corps on the map during a reinf phase. And fews others I forgot..

And is anyone understand how the supply chain is working overseas ? sometimes it works in a way, sometimes not.

no that game isnt ready.

bOrIuM, the v1.08 update that should be released very soon fixes a lot of bugs so hopefully most of the issues you mentioned are resolved.  From the Mantis change log:

Well, with the last official version, my Austria and another human's Prussia vs. the rest of the world as hard AI -- by the time the game was over, we never lost a major battle, lost no wars, controlled every single minor with the possible exceptions of Corfu and Malta (can't recall if we bothered), had reduced all AIs except Russia to just their capital (and the Russian exception was simply an artifact of the 18-mo minimum timeout combined with size; the *Syrian* military alone was larger than Russia's by the time the game was over), and had by far the most powerful fleets (!). Russia's troops never left her borders except to venture barely into Finland and much of their army starved to death, Turkey's army always starved to death (and never even took Egypt, or any other minor for that matter), Britain failed to invade France even while we left Britain untouched for a long time while gobbling up the rest of the Continent, France never posed a threat after the first war...

Let me make it a little easier to answer ... NO, it's not there yet.
The simul diplomacy and eco phases have created more problems that I care to share at this point and it has taxed me beyond my bandwidth for now. YES! The AI will be the focus of 1.09 but I cannot even spell AI until 1.08 get's released!
